firms to provide financial audit services for the Council for the financial year

The evaluation criterion is as follows:
- a) The technical proposal outlining the methodology and work plan

Deepening Decentralisation and Non State Actors Project
TERMS OF REFERENCE
Assessment on the effectiveness of the Agricultural input subsidy program,
HIV and AIDS Service Delivery at Community Level and Assessment on the impact
of the current gender framework on the status of women in the rural areas
1. Background and Context
The Lesotho Council of NGO's is an umbrella body for civil
society organisations in Lesotho. The organisation was established
with the purpose of providing the supportive services to the NGO community
through networking, leadership, information dissemination, capacity building,
coordination, advocacy and lobbying, and representation when dealing with the
international community and government.
LCN is implementing a project titled Deepening Decentralisation and Non State
Actors with support from the European Union. The project aims at enhancing participation
of Non State Actors (NSAs) in contributing to poverty reduction at community level
through the constructive engagement of local government as a way of improving
accountability and transparency.
2. Purpose of the assignment
The purpose of this assignment is to engage three short-term consultants to conduct studies on the following:
1. Assessment on the effectiveness of the Agricultural input subsidy program
2. HIV and AIDS Service Delivery at Community Level
3. Assessment on the impact of the current gender framework on the status of women in the rural areas
